Same-sex marriage in the context of the Advocacy Coalition Framework

This diploma thesis focuses on the current situation regarding the coexistence of same-sex couples in the Czech Republic. The thesis deals with a proposal to amend Act No. 89/2012 Coll., with closer attention paid to the stenographic record of the 100th meeting of the Chamber of Deputies of the Parliament of the Czech Republic. The entire issue is viewed through the Advocacy Coalition Framework (ACF) theory, primarily utilizing the concept of advocacy coalitions. The main goal of the thesis is to analyze the process of discussing the proposal to amend the law aimed at legalizing same-sex marriages in the Czech Republic. The work explains how actors perceive the issue, how they influence the policy-making and decision-making process. The use of the concept of advocacy coalitions contributes to clarifying the formation and development of coalitions in public policy and to subsequently identifying how actors collaborate in promoting their interests. The source of data for the thesis was primarily information from the stenographic record, from other political documents such as parliamentary presses or laws, and also the outputs of involved actors on social networks. With regard to the development of the health status of the Czech population, the thesis aims to contribute to the understanding of the policy-making processes related to the specific part of the health policy (health promotion and primary prevention of non-communicable diseases) on the national level in the Czech Republic, as well as to discuss possible future development in this area. The Role of Media and Narratives in the Policy Process: Narrative Policy Framework Perspective

The public policy scholarship says that media interract with the policy process in multiple ways. First of all, they offer various policy preferences. At the same time, they attach meanings to different policy events. This matters when it comes to the audience and its perception of chosen public issues. The media might also become an active participant in the policy debate and transmit their policy beliefs and policy preferences within this debate. The Narrative Policy framework brings these findings together with focus on the important role of policy narratives in the policy process. This master's thesis focuses on the case of family policy measurement adaptation in the Czech republic. The focus lies particularly on the government bill that has increased the parental allowance in 2019. This change has provoked a significant interest of the public and of the media, which were making their statements. The aim of this paper is to explore the form and content of the policy narrative and to say whether the media accounts have actively participated in the policy debates to possibly influence the policy outcome.
When There Is Not Just One Policy: Institutional and Financial Background of the Czech Gender Equality Policy

The aim of this thesis is to describe the institutional and financial security of the gender equality policy from 1998 to the present in the background of the interactions and relationships between its key actors - Gender Equality Unit (Office of the Government of the Czech Republic), Gender Equality Advisory bodies (Office of the Government of the Czech Republic), Department of Family and Ageing Policy (Ministry of Labour and Social Affairs), Division of Gender Equality Projects (Ministry of Labour and Social Affairs) and Gender Equality Nonprofit Organizations (Gender Equality NGO). Theoretical support of this thesis is the state/market feminism theory and theoretical concepts policy and governance. The outcomes of the analysis and expert interviews show the institutional and financial security of the gender equality policy is continual, horizontal and fragmented process created by internally and externally different actors. These actors implement their gender equality policies differently and their work is parallel. However, at the same time they are mutually dependent through different sources thereby different interactions (both cooperation and coaction) and relationships (both formal and informal) as well as tension and problems arise.
